Matvey studied at the Faculty of History of the Belarusian State Pedagogical University named after Maxim Tank. He was detained in the dean's office, and he was identified from a photo taken during a protest. The KGB included him in the "list of those involved in terrorist activities" and the "list of extremists."
He is recognized as a political prisoner by the human rights center.
